The cost of the project can be <br /> reduced significantly by deleting unnecessary items and by <br /> substituting less expensive materials, without harming the <br /> appearance and value of the project. Even with cost reductions, <br /> additional federal funding will be necessary. If state matching <br /> funds are used, the start of construction will be delayed at least 3 to <br /> 4 months. If only local matching funds are used, construction can <br /> begin in April and could be completed in February, 2002. <br />
