FUNDING NEEDED FOR THE LOWEST BIDDER- <br /> Associated Constructors, LGC..........Total Bid: $1,388,900 <br /> The lowest total bid submitted on this project was $1,388,900. The low bidder and the architects <br /> have determined that the cost can be reduced by at least $92,000 by deleting unnecessary items <br /> and by substituting less expensive materials, without harming the appearance and value of the <br /> project. (For example, $10,000 can be saved by substituting pre-cast stone for the limestone <br /> specified by the architects. Pre-cast stone was used in building Champaign's multi-modal ; <br /> facility.) Any project amendments will be negotiated with the selected general contractor,before <br /> the contract is executed. I, <br /> If amendments reduce the cost of the facility by $92,000, then the remaining cost of the project <br /> would be $1,296,900. The joint FTA-IDOT grant budget for this project contains $1,093,125 in <br /> state and federal funds for the construction of this facility. (This ainount does not include the <br /> $40,000 budgeted for construction management.) An additional $30,289 in federal funds has <br /> recently been transferred to this project from unspent funds in another grant. (This "new" federal <br /> grant amount will require the addition of$7,573 in local matching funds.) If these federal and <br /> state grant funds ($1,123,414) and the required $7,573 local match are subtracted from the <br /> amended project cost, the remaining amount to be funded would be �165,913. Staff is making <br /> arrangements to apply for an additional $132,730 in federal funds for this project from the <br /> amount allocated to Decatur for FY-2001. This new federal grant will require the addition of <br /> $33,183 in state or local matching funds. <br /> The following sheet shows the federal funds allocated to Decatur for FY-2001, plus the required <br /> state or loca120% matching funds. The table shows the proposed use of those funds for a variety <br /> of projects,beginning with the dedication of$132,730 in federal funds ($165,913 total) to the <br /> construction of the multi-modal transportation facility. <br /> If additional state funds are requested, the IDOT grant must be approved and executed before the <br /> construction contract is signed. Since IDOT estimates at least a 3 to 4 month delay before a <br /> grant is executed, if state funds are to be used to match the FY-2001 federal funds, then the <br /> construction contract cannot be signed until at least June or July. $33,183 in state funds and <br /> $7,573 in local funds would be required. <br /> If only local funds are used to match the new federal funds, then the construction contract can be <br /> signed within two weeks (upon receiving concurrence from IDOT for the award of the contract). <br /> A total of$40,756 in local funds would be required. <br />
