Anderson Plaza <br /> Decatur, Illinois 62523-1196 <br /> Dear Sirs: <br /> On Tuesday, February 6, 2001 @ 10:30 a.m.,bids were received and opened at the South Water <br /> Treatment Plant for the construction of the Nitrate Removal Facility, City Project No. 9953. <br /> Attached is a copy of the bid tabulations recorded at the bid opening. The apparent low bidder <br /> was Diversified Buildings, Inc., Morton, Illinois. Diversified Buildings, Inc. is a subsidiary of <br /> Otto Baum Company, Inc. <br /> As a requirement for receiving a loan from the State of Illinois, Public Water Supply Loan <br /> Program, bidders were advised that procurement was subject to the City of Decatur's <br /> "Specifications for Small, Minority and Women's Business Enterprise Participation" a copy of <br /> these specifications were included in the BID FORMS as a part of the"Public Water Supply <br /> Loan Program Affirmative Action Requirements and Other pocumentation" (25 pages). <br /> Within the "Public Water Supply Loan Program Affirmative Action Requirements and Other <br /> Documentation" and starting on page 13, is Section II - Pre-Contract Award Obligation and <br /> Section III - Evaluation of Small, Minority, and Women's Business Utilization and Affirmative <br /> Effort. Within Section III, the apparent low bidder chose to demonstrate compliance by utilizing <br /> Item 2 "Certification of Publication" and Item 8 by completing the "Bidders Certification" on <br /> page 24. Copies are attached. <br /> The apparent low bidder also complied with the following conditions for being considered a <br /> responsive bidder: <br /> 1. Attended the prebid conference. <br /> 2. Provided a 5% bid bond. <br /> 3. Acknowledged receipt of three addenda. <br /> 4. Signed the bid. <br /> the imagine•butld companyTM <br />
