Non-Collusion Affidavit. <br /> In addition to our review of the information submitted with bid, we have reviewed the apparent <br /> low bidder's experience and qualifications. The apparent low bidder constructed the new <br /> $5,000,000 Water Treatment Plant at Mattoon, Illinois. We contacted the design firm's <br /> representative and a City representative. Each indicated that the apparent low bidder performed <br /> satisfactorily. The control system supplier selected by the apparent low bidder is Durken <br /> Equipment Company. Durken provided similar equipment for the Mattoon Water Treatment <br /> Plant. Based on our review, we believe that the apparent low bidder is qualified to perform the <br /> work under this contract. <br /> As a part of the bidding process, the bidders were provided the opportunity to offer deductive <br /> alternatives for the Ion Exchanger Equipment, Section 11260. The apparent low bidder listed a <br /> deductive alternative for the manufacturer of the nitrate removal ion exchange equipment as <br /> provided for in the bid form. The alternative manufacturer was Hydro-Pure Systems Company, <br /> Denville, New Jersey and the deductive amount was $25,000. The value of the nitrate removal <br /> equipment is approximately $2,000,000. We have reviewed the experience and qualifications <br /> submitted by Hydro-Pure Systems Company and have determined that they do not have <br /> experience in nitrate removal systems. Therefore,we are not recommending the deductive <br /> alternative. <br /> Accordingly, we recommend the award of the construction of the Nitrate Removal Facility, City <br /> Project No. 9953, to the apparent low bidder, Diversified Buildings, Inc., Morton, Illinois, for the <br /> Base Bid amount of$6,224,000.
