Neighborhood Services Department—Renewal Section <br /> CDBG Public Services/Facilities Allocations—FY01-02 <br /> Page 2 <br /> POTENTIAL OBJECTION: Every year a growing number of organizations request the <br /> maximum amount of funding possible ($25,000). Thus, in an effort to assist the greatest number <br /> of organizations, the"pie"must be sliced in a greater number of smaller pieces. All <br /> organizations could object if they did not receive 100% of their funding request. However, <br /> granting any additional funding may reduce the availability of dollars to repay debt for the Near <br /> North Project. <br /> In an effort to improve the CDBG public services/facilities process, Staff utilized a different <br /> method for determining the recommended allocations based on the HUD model of a"formula <br /> allocation" calculation. The formula used is as follows: <br /> [(P-weight) + (S-weight)] x (Amount Requested) =Amount Recommended <br /> Where the "P-weighY' is determined by multiplying a respective Consolidated Plan priority factar <br /> (P-factor) by a common factor(C-factor), that is limited only by the sum total amount to be <br /> allocated to public services and to public facilities. For only one applicant (CONO) a lump sum <br /> amount of$15,000 is added to its calculated amount to fund the City's CPTED program, which <br /> CONO operates currently for the City. <br /> In all cases, the resulting amounts are less than requested, but more objectively determined. <br /> It should be noted that three projects, Safe Haven, Tubman-Baldwin Charter School, and Shiloh <br /> House could not be recommended for funded for regulatory, capacity, or other reasons. <br /> INPUT FROM OTHER SOURCES: HUD-Chicago staff, regulations, guidelines, State of <br /> Illinois Statues, City of Decatur guidelines,Neighborhood Renewal staff, the application <br /> evaluation committee, and"Basically CDBG", published by ICF Kaiser, Inc. and sponsored by <br /> the U.S. Department of Housing and Urban Development. <br /> STAFF REFERENCE: Valencia Thompson, Administrator—424-2780 <br /> Patricia Tyus—Program Specialist/Committee Chair—424-2797 <br /> Terry Cunningham—Program Specialist—424-2797 <br /> Eric Fonza—Program Specialist—424-2797 <br /> BUDGET/TIME $201,441.00 - Fund 10 (CDBG) <br /> IMPLICATIONS: Funds Available—Approximately May 1, 2001 <br /> Programs start—June 1, 2001 <br /> Programs completed—Apri121, 2002 <br />
