Applicant.• Tubman-Baldwin Educators of At Risk and Delinquent Youth (TBEARDI� <br /> Project: Tubman-Baldwin Charter School (16) <br /> TBEARDY is seeking assistance in hiring a coordinator,acquiring a site and equipping a school office <br /> for the proposed Tubman Baldwin Charter School. This school would be designed to enroll at-risk 4`� <br /> through 8�'graders,operating under Decatur Public School District 61. Through its curriculum,the <br /> Tubman Baldwin Charter School would assist at-risk and delinquent youth to learn and adopt positive <br /> behaviors. <br /> This program was determined to be ineligible for CDBG fundin�because,since the school's Charter has <br /> not vet been approved,the City cannot be assured that anXpublic service will be accomplished this fiscal <br /> vear usinQ allocated funds. <br /> 3. Applicant: Shiloh Missionary Baptist Church <br /> Project: Shiloh House (19) <br /> This proj ect proposal is to develop a residential rehabilitarion center for women af�licted by alcoholism <br /> and drug addiction. It would include treatment opportunities such as counseling,family participation,and <br /> additional support. <br /> This proj ect was determined to be ineli�ible because the proposed use of funds was primarily for office and <br /> electronic equipment rather than for progxam implementation.Pro rg_�uidelines limit expenditures for <br /> capital equipment to $500. <br />
