Development Services
DATE: 1/13/2016
MEMO: No. 16-01
TO: Honorable Mayor Julie Moore Wolfe and City Council
FROM: Tim Gleason, City Manager
Billy Tyus,Assistant City Manager
Suzan Stickle, Senior Planner
SUBJECT: Rezone 1402 and 1412 East Hickory Street from R-3 Single Family Residence
District to B-1 Neighborhood Shopping District
SUMMARY RECOMIINDATION:
Staff recommends approval of the rezoning to B-1 Neighborhood Shopping District. The City
Plan Commission voted 8-0 to recommend approval of this petition at the January 7, 2016
meeting; the minutes of the meeting are attached.
BACKGROUND:
The subject site is approximately .28 acres and is located at 1402 and 1412 East Hickory
Street. The site is currently developed with a 2,000 square foot commercial structure and a
single family residential structure.
The petitioner proposes to rezone from R-3 Single Family Residence District to B-1
Neighborhood Shopping District to allow for all those uses pernvtted in the B-1 Neighborhood
Slopping District.
The surrounding zoning in all directions is R-3 Single Family Residence District. The Macon
County and Decatur Comprehensive Plan shows this area as Residential-Low Density. The
permitted land uses in the B-1 District are compatible with the residential land uses as the B-1
Neighborhood Shopping District is designed to encourage and facilitate commercial activities
in the neighborhoods in which they serve.
Although the Comprehensive Plan shows this area as Residential-Low Density, staff is of the
opinion that uses permitted in the B-1 District will not alter the essential character of the
general area as the B-1 District was established to allow these rypes of establishments in the
neighborhoods to serve its residents. There is currently a commercial building on site which
was established in the neighborhood years ago and it would be able to be repurposed if the
parcel were to be rezoned along with the demolition of a single family structure to provide an
area for parking to serve the commercial structure.
