ECONOMIC AND URBAN DEVELOPMENT MEMORANDUM
No. 04-82
June 15, 2004
TO: Mayor Paul Osborne and City Council Members
FROM: Steve Gaarh; ity Manager
Dane Bragg, irector of Economic and Urban Development
Steven J. V Steenhuyse, Long Range Planning Manag r
U
SUBJECT: Wabash Crossing: Single Family Homeownership Planned Development
Amendment
SUMMARY RECOMINDATION: Staff recommends approval of the ordinance amending
the Wabash Crossing Planned Development to allow for the development of 43 single family
homeownership lots in Phase 1.
BACKGROITND: The original planned development for Wabash Crossing was approved in
January 2002 and set minimum standards for future development within the entire Near North
area. In January 2003, the first plan for Phase 1 of Wabash Crossing was approved by the City
Council, and the land was rezoned to PD, Planned Development. The current request amends the
Planned Development ordinance to set specific standards for development of the 43
homeownership lots in Phase 1. These lots are located on Leafland, Condit and Warren streets
and, unlike the remaining rental units, are planned for single family, owner occupied homes.
The developer has been working with the Neighborhood Housing Development Corporation to
build and market these homes.
The petitioners have submitted eight separate home designs for the single family, owner-
occupied homes. The units range from two bedroom, single story homes to three bedroom, two
story homes. The architectural styles are similar to the vernacular styles found throughout
Decatur. The Planned Development site plan shows that the house on Lot 47, originally
approved as a single family rental unit, will be used temporarily as a community laundry facility.
The future Phase 2 of Wabash Crossing includes a mixed-use commercial center which will
include a laundry facility. Until the commercial center is built, the home on Lot 47 will serve as
the laundry facility for the rental tenants. A note on the site plan states that the house will be
converted back to residential use once a new laundry facility is built.
The Planned Development Amendment ordinance includes requirements for architectural
variation to insure aesthetic interest and future marketability of the homes. There are also
requirements for landscaping, fencing and private sidewalks.
POTENTIAL OBJECTION: Staff is not aware of any opposition to this Planned Development
amendment
