DOWNTOWN PARKING SYSTEM AMENDMENTS
May, 2004
Zone Parking Plan Mission Statement
The purpose of the plan is to promote and foster a 24 hour living environment
which offers the widest range of residential, retail, office, recreational,
entertainment, and cultural choices, all within the downtown area. Each
element of the proposal is designed to safely and conveniently integrate
shoppers, employees, residents, and visitor's needs and activities within a
vibrant, redeveloped city center.
Zone Parking System
CUSTOMER PARKING ZONE (TIER n
1) In order to provide convenient parking for retail/business users, the core
area "Customer Parking" zone would be expanded. Signage would
identify the area as being designated for parking for customers only, with
a zone-wide, three hour-time limit.
2) Metered parking rates would be established at $0.25/hour (on-street and in
lots) in the CPZ area
PERIPHERY PARKING ZONE (TIER II)
3) The periphery parking zone is intended for longer-term, lower-cost
parking to accommodate employee parking, etc.
4) Metered parking rates would remain at $0.10/hour (except where lot rates
are currently in excess of$0.10/hour.)
5) Fines and fees are proposed to be lower in this area, thereby creating more
incentive to park there.
DOWNTOWN TROLLEYS
6) The City-owned trolleys will be available for free transportation from
perimeter, extended parking lots/areas into the centralized core area(s).
Resident Parking
1) A significant change to the current system, downtown residents would be offered
free residential parking permits. The permits would require reauthorization each
quarter by verifying residency with the Finance Department.
