That the benefits which will be accrued to the owners of abutting property by <br /> reason of the vacation aforesaid is deternuned to be, in the judgment of the Council, equal to the <br /> sum of One Thousand Five Hundred Dollars ($1,500.00). <br /> Section 3. (A) That the vacation herein provided for is made upon the express condition <br /> that there shall be paid to the City of Decatur, Illinois, by James E. Gahwiler, the sum of <br /> $1,500.00 as compensation for the benefits determined as above set out herein, whereupon such <br /> vacation shall become effective and title to said vacated alley shall be vested in James E. Gahwiler <br /> as provided by law. <br /> (B) The permanent index number of the property acquiring title to the property <br /> vacated hereby is 04-12-14-230-016. <br /> Section 4.
