EXCERPTS OF THE
MINUTES OF THE MEETING
OF THE
TRAFFIC AND PARKING COMMISSION
Wednesday, February 11, 2003, 4:00 P.M. I
Mr. Bauer opened the meeting stating that the group of citizens present are attending to
address Item# 3 which will be placed first on the agenda.
Item #3 Request from South Shores residents to:
1. Establish a 30 mph speed limit on South Shores Drive
between Eighth Drive and Shore Oak Drive;
2. Install a "no passing zone" on South Shores Drive between '
Eighth Drive and Shore Oak Drive.
Matt Newell provided new speed data on traffic counts that were recently taken. New
speed data was collected on South Shores Drive near the Franzy Drive outlets and 85%
are at or below the 45-47 mph limit. Additional speed data collected on this date near
Allen Bend Drive, showed speeds in the 40-41 mph and near Baywood Drive in the 48-
50 mph. Prevailing speeds all along the roadway are 40 mph and above. Speeds are a
great safety issue for residents on South Shores Drive. Speeds increase from Eighth
Drive on out to where the rural setting takes over. Traffic accidents, however, do not
point to safety problems on the road. Staff is very concerned that there are no passing
zones and feels that this needs to be addressed. Striping of the roadway where sight
restrictions are existent will be addressed.
Linda Kehart of 93 Allen Bend Drive spoke and said that the East side of Decatur has
experienced amazing growth and she would ask that this Commission address the
speeding on South Shores Drive as well as the posting of new signage.
Shirley Stanley of 40 Lake Pointe stated that there are no shoulders along the road and
visibility is very poor. It is of huge concern when trying to walk or ride a bicycle along
this road.
Mike Kehart of 93 Allen Bend Drive stated that the 40-47 mph speed limit is way too fast
for this area. No passing should be allowed at all on this road due to its construction.
Scott Striglos of 26 South Shores Drive stated that eastbound vehicles increase the
speed of their vehicle the farther east they go.
Dan Winter of 2281 Franzy Drive stated that the Franzy Drive residents are concerned
with the western entrance of Franzy Drive and turning back into the City. He himself
does not use this exit due to the angle of the roadway, it is just too hard to see oncoming
traffic. People coming into the City passing the Franzy Drive exit are going way too fast
and it is a tough situation.
Traffic& Parking Commission
