February 11, 2004 <br /> Page Two <br /> Colleen Dold of 2289 Franzy Drive stated that her guard rail has been hit as well as the <br /> pine trees in her yard and her dog has been killed because of there being no shoulders <br /> along the road. Cars are traveling too fast and the speeding has gotten worse. She <br /> stated further that the speed limit signs are not consistent. It is not the people that live in <br /> the area going these high speeds, it is people coming from the rural areas. <br /> Paul Stanley of 40 Lake Pointe Drive thinks that the current 40 mph speed is too high. <br /> Several years ago the City built a sidewalk from Lake Pointe to Baywood and it is 20 <br /> inches from the edge of the road. When you are walking on that sidewalk it is frightening <br /> with the speed that the vehicles are going. <br /> Shannon Striglos of 26 South Shores Drive stated that there has been a lot of <br /> development in this area and walking along this roadway is not possible due to the <br /> speed of the traffic. She jogs along this road and 47 mph is a conservative estimate of <br /> cars traveling this road. <br /> Commission member April Veteto agreed that a no passing zone makes sense and does <br /> not understand why there are different speed limit signs and thinks that should be taken <br /> care of. <br /> Commission member pon Wenneker stated that the neighborhood has outgrown the <br /> road and the whole area should be reevaluated. <br /> Staff member Deputy Chief Todd Walker stated that the speed limit is not the sole <br /> problem in this area. A 30 mph speed limit will not control the speeding in this area. <br /> Couple the design of the road and the expansion of the area and you have a problem. <br /> Today he tried to drive the area at 30 mph and it is difficult to maintain this speed <br /> through the entire area. He feels 35 mph is a more practical speed. The demands of his <br /> agency are tremendous at best and he cannot commit patrols in this area on a constant <br /> basis. His patrols are answering on the average of 6,000 calls per month. He has to <br /> bring individuals in on an overtime basis just to post radar in some areas. He will try to <br /> send patrols out there for a while to enforce this area. When patrols leave, the speeding <br /> will return. He is in favor of the no passing zone where needed and he recommends that <br /> the striping follow the Department of Transportation guidelines. <br /> It was moved and seconded (Harris/Wenneker) that the existing 40 mph speed limit be <br /> reduced to 35 mph. Motion carried unanimously. <br /> It was moved and seconded (Walker/Bauer) that a striping survey and assessment be <br /> done of said area and proper guidelines be followed. Motion carried unanimously. <br />
