CHAPTER 28 <br /> UNLAWFUL DISCRIMINATION <br /> ADDITIONS AND <br /> ARTICLE 4. INVESTIGATION AND CONCILIATION <br /> Section 4.4 The Human Relations Officer shall promptly investigate <br /> allegations of discrimination set forth in any charge, and a determination in writing <br /> shall be made by said of�icer whether or not there is probable cause to believe that <br /> this Chapter has been violated and on what facts such violation is based. <br /> In the event that investigation of a char�e presents a <br /> conflict of interest for the Human Relations Officer, said <br /> Officer shall act as follows: <br /> �a) If the alle�ations of discrimination are such that the <br /> complaint falls within the jurisdiction of the Illinois <br /> Department of Human Rights, the Human Relations <br /> Of�cer, after consultation with the Citv Mana�er, shall <br /> refer the complainant to said Department for adiudication <br /> of the complaint, and shall assist the complainant in filing <br /> his/her complaint; or, <br /> �b) If the allegations of discrimination are such that the <br /> complaint does not fa11 within the jurisdiction of the <br /> Illinois Department of Human Ri�hts, but does fall within <br /> the jurisdiction of the Decatur Human Relations <br /> Commission, the Human Relations Officer shall noti the <br /> Citv Mana er of the complaint and the conflict of interest, <br /> and the Citv Manager shall take such steps as are <br />� necessarv to ensure that the complaint is promptiv <br /> investigated, and a deternvnation in writing is made of <br /> whether or not there is probable cause to believe that this <br /> Chapter has been violated and on what facts such violation <br /> is based. <br />
