(b) If the allegations of discrimination are such that the <br /> complaint does not fall within the jurisdiction of the <br /> Illinois Department of Human Rights, but does fall within <br /> the jurisdiction of the Decatur Human Relations <br /> Commission, the Human Relations Officer shall notify the <br /> City Manager of the complaint and the conflict of interest, <br /> and the City Manager shall take such steps as are <br /> necessary to ensure that the complaint is promptly <br /> investigated, and a determination in writing is made of <br /> whether or not there is probable cause to believe that this <br /> Chapter has been violated and on what facts such violation <br /> is based. <br /> Section 2.
