Excerpts from Plan Commission Minutes of November 6, 2003 Cal. No. 03-51 Petition of ST. MARY'S HOSPITAL, to rezone the premises at 1669, 1679, 1976-1726 East Riverside Avenue; 1309-1329 South 17`h Street; 1666 and 1676 East Buena Vista; all lots east of 1679 East Buena Vista; and 1662-1724 and 1800 East Lake Shore Drive From O-1 Planned Unit Development and R-3 Single Family Residence District to PD Planned Development. Ms. Kathy Miller was sworn in by Ms. Jesse. Ms. Miller presented the recommendation of staff: In June of 2002 and March of 2003, the Plan Commission recommended approval and the City Council approved a planned unit development for additional parking and a new three-story office building at the hospital. Since that time, the hospital has acquired additional property located along Lake Shore Drive and intends to install a sign at the intersection of Sixteenth Street and Lake Shore Drive. To bring the property into conformance with the amended Zoning Ordinance, the St. Mary's site will be rezoned to PD, Planned Development, instead of revising the existing Planned Unit Development. The acquired property is adjacent to and west of the recent parking lot addition. The proposed sign will be located at the vacant lot at the northeast corner of North Sixteenth Street and East Lake Shore Drive and fifteen (15) feet from each property line. Each face of the proposed sign will be four (4) feet wide and ten (10) feet in height. No other development is currently planned for the site. The sign will not adversely impact the neighborhood in any significant manner. The proposed expansion is consistent with the intent of the previously approved planned development and will not adversely affect the neighborhood. Staff recommends approval of the petition. The Zoning Ordinance of the City of Decatur requires the Plan Commission to hold a public hearing on the Planned Unit Development/Planned Development request and make a recommendation to the City Council. A motion to forward the request to the City , Council with a recommendation of approval is suggested. Mr. Nordholm questioned at what point they will be starting with the planned development. Ms. Miller stated they have laid out what they intend to do with the installation of the sign. Any future plans will be reviewed by the Commission and City , Council. Mr. John stated that he did not agree with approving a plan when plans were not submitted. He feels they should be showing the plan.
