ECONOMIC AND URBAN DEVELOPMENT MEMORANDUM
No. 03-113
November 10, 2003
TO: Honorable Mayor Paul Osborne and City Council
FROM: Steve Gann ty Manager
Dane C. Brag , rector of Economic and Urban Development
Joselyn A. Stew , Transportation Planner
SUBJECT: Request to rezone property from B-1, Neighborhood Shopping District to R-5, Two
Family Residence District at 734 South Jackson Street
SUMMARY RECOMMENDATION: Staff recommends approval of the petition as proposed.
Staff finds the proposal to be compatible with the adjacent uses in the area as well as the Decatur
Urban Area Land Use Plan. Despite the fact that the area is zoned B-1, Neighborhood Shopping
District, most of the structures surrounding this area are single family structures. The City Plan
Commission voted 6-0 to recommend approval of this petition at the November 6, 2003 hearing; the
minutes of the meeting are attached.
BACKGROUND: The subject property contains .15 acres (6,440 square feet) and is currently
undeveloped. The petitioner proposes to rezone one (1) lot totaling .15 acres, to R-5 Two Family
Residence District. The petitioner has indicated she would like to use the property to construct a duplex
unit. Access to the property would be along Jackson Street.
Properties to the north, west, and east are all developed with single family residences. Property to
the south is developed as a neighborhood barber shop/beauty supply shop. The Comprehensive Plan
shows this area as a High Density Residential area and it is proposed to be developed as such.
POTENTIAL OBJECTION: There are no known objectors to this petition.
INPUT FROM OTHER SOURCES: None
STAFF REFERENCE: Any additional questions may be forwarded to Joselyn A. Stewart at
424-2782 or at jastewart_,decaturnet.org.
BUDGET/TIME IMPLICATIONS: None
