Brag , Planning &Econo ic De lopment Manager� <br /> SUBJECT: Holiday Harbor Planned Unit Development Amendment - Lighting <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the petition as proposed, <br /> provided that development is also in accordance with the executed development agreement. The <br /> proposed amendment will benefit the developer and the City of Decatur by relieving the City of <br /> Decatur of maintenance responsibilities for the accent lighting. In addition, the proposed layout <br /> will simplify the required circuits for the project, thereby reducing costs to the developer. The <br /> proposed median lighting will be maintained by Illinois Power Company. The changes to the <br /> lighting plan are believed to be generally consistent with the previously approved plan by <br /> providing a high quality lighting plan for the subdivision. The City Plan Commission voted 7-0 <br /> to recommend approval of this petition at the September 4, 2003 hearing. Minutes of the <br /> meeting are attached. <br /> BACKGROUND: The petitioner is requesting an amendment to the approved B-2 Planned Unit <br /> Development in order to change the lighting plan for the street right-of-way along Holiday <br /> Harbor Parkway and Fountain Lane. <br /> The PUD was approved in April, 2002 and shows decorative street lighting along the center <br /> medians of the streets. Because of circuitry requirements of the local electric utility, the <br /> petitioner has found it cost prohibitive to provide the lighting in the original layout. <br /> The petitioner has proposed utilizing the decorative, or accent, lighting on the outer edges of the <br /> right-of-way. These lights would be metered to the lot owners and not to the City of Decatur. <br /> The center medians will utilize an Illinois Power fixture that will provide a considerably more <br /> uniform street light level. <br /> POTENTIAL OBJECTION: There are no known objectors to this petition. <br /> INPUT FROM OTHER SOURCES: None. <br /> STAFF REFERENCE: Any additional questions may be forwarded to Dane Bragg at 424-2725 <br /> or e-mail: dbrag�(cr�,decaturnet.org. <br />
