No. 03-36 Petition of EAST LAKE/DECATUR, LLC, to amend the <br /> approved R-6 Planned Unit Development of Wabash <br /> Crossing First Addition, located in the 500 Blocks of <br /> East Orchard and Marietta Streets; the 900, 1000, 1100, <br /> and 1200 Blocks of North Morgan and Clinton Streets; ' <br /> and the 700, 800, 900, 1000, 1100, and 1200 Blocks of <br /> North Martin Luther Kind, Jr. Drive. <br /> Mr. Tom Smith recused himself from the discussion. <br /> Mr. Dane Bragg, Planning and Economic Development Manager, was sworn in by Mrs. <br /> Althoff. <br /> Mr. Bragg presented the following recommendation of the staff: <br /> The petitioner has requested an amendment to the P.U.D. approved June 16, 2003 in <br /> response to refinements in the housing designs and building material changes since the <br /> original designs. The petitioner is requesting a change in the allowable materials to <br /> include vinyl siding in lieu of fiber cement board siding on the residential units. <br /> Housing designs have been slightly modified to standardize some design features. <br /> Additionally, porches have been modified slightly on some units. Staff has worked with <br /> the petitioner to maintain window sizes and layouts and porches to provide optimal <br /> design amenities for each unit. The number of building types has been consolidated from <br /> 24 designs in the approved PUD to a total of 20 building designs proposed in this <br /> amendment. The number of units (249) will remain unchanged from the prior PUD <br /> submittals. It is anticipated that a subsequent amendment will be forthcoming at the time <br /> the designs for the homeownership residential units are complete. <br /> The proposed designs have been broken into Priority Area One and Priority Area Two. <br /> ' i Area ne encom asses the Martin Luther Kin Jr. <br /> As shown on the lat, Prior ty O p g, <br /> P <br /> i nated with more strin ent <br /> Boulevard streetscape. Pnority Area One has been des g g <br /> architectural requirements and building material ratios (brick, siding, etc.) to preserve the <br /> boulevard streetscape recommended by the Near North Neighborhood Redevelopment <br /> Plan. Priority Area Two has been provided with less stringent architectural requirements <br /> in order to meet project constraints. <br /> The City of Decatur Zoning Ordinance provides eight standards for reviewing <br /> applications to amend planned developments. Of those standards, the following are <br /> applicable to this amendment: compatibility with the character of the surrounding <br /> neighborhood, design and amenities, consistency with the comprehensive plan, and <br /> integration within an overall plan. <br />
