Staff finds the proposed amendment to be consistent with the standards of review for a
planned development and further finds that the amendments are consistent with the
Decatur Urban Area Land Use Plan, the Near North Neighborhood Redevelopment Plan,
the Near North Master Plan Supplement and the previously approved plans. Based on
these factors, staff recommends approval of the petition with the following condition: the
D-7 and D-8 front elevations be revised to provide a roof elevation area and/or roof
accent element consistent with the recommendations of the Near North Neighborhood
Redevelopment Plan.
Mr. Nordholm questioned whether this petition was the developers just looking at fine
tuning the designs.
Mr. Bragg stated that the developer was refining the designs based on the bid results.
Ms. Rebekah Scheinfeld was sworn in by Mrs. Althoff.
Rebekah Scheinfeld, representative for East Lake/Decatur, LLC, stated the amendment
represented the final component of the Phase I project and that through these refinements
they were getting very close to beginning the project.
Mr. Dunn questioned whether they were in agreement with the City's conditions.
Ms. Scheinfeld stated that it was felt that Eastlake and the City could come to an
agreement regarding the D-7, D-8 design. She feels all goals have been met and is
excited to start and they are very close to construction.
There were no objectors present.
It was moved and seconded (Nordholm/Peck)to forward Cal. No. 03-36 to City Council
with recommendation for approval as submitted by petitioner. Motion carried
unanimously.
