Wabash Crossing Planned Development Amendment
July 28, 2003
PROJECT DESCRIPTION
3. The petitioner has requested an amendment to the approved P.U.D. in response to
refinements in the housing designs and building material changes since the original designs.
4. The petitioner is requesting a change in the allowable materials to include vinyl siding in lieu
of fiber cement board siding on the residential units.
5. Housing designs have been slightly modified to standardize some design features.
Additionally, porches have been modified slightly on some units. Staff has worked with the '
petitioner to maintain window sizes and layouts and porches to provide optimal design '
amenities for each unit.
6. The proposed designs have been broken into Priority Area One and Priority Area Two. As
shown on the attached plat, Priority Area One encompasses the Martin Luther King, Jr.
Boulevard streetscape(lots shown in bold.) Priority Area One has been designated with more
stringent architectural requirements and building material ratios (brick, siding, etc.) to
preserve the boulevard streetscape required by the Near North Neighborhood Redevelopment
Plan. Priority Area Two has been provided with less stringent architectural requirements in
order to meet project constraints.
7. The number of building types has been consolidated from 24 designs in the approved PUD to
a total of 20 building designs proposed in this amendment. The number of units (249) will
remain unchanged from the prior PUD submittals.
STAFF ANALYSIS
8. The City of Decatur Zoning Ordinance provides standards for reviewing applications for
planned developments. An analysis of the review standards are discussed below:
a. Compatibility with the character of the surrounding neighborhood. The proposed
housing amendments will maintain traditional neighborhood design similar to the
surrounding neighborhoods.
b. Effect on area. The proposed development is expected to have a positive impact on the
financial, economic and quality of life situation of the area.
c. Design and amenities. The proposed amendments to the housing designs will provide for
housing units consistent with the level of quality found in the original PUD submittal.
d. Consistency with Comprehensive Plan. The proposed amendments are consistent with
the Comprehensive Plan and the Near North Neighborhood Redevelopment Plan.
e. Traffic capacity. The proposed amendments will have no impact on traffic capacity.
f. Adequacy of utilities. The proposed amendments will have no impact on utilities.
g. Integration. The proposed development is being developed in accordance with an overall
design plan for the entire redevelopment area. The housing designs reflect the '
recommendations of the design plan.
h. Adequacy of parking facilities. The proposed amendments will have no impact on
parking facilities.
