Excerpts from Plan Commission Minutes of June 5, 2003 <br /> Cal. No. 03-21 Petition of EASTLAKE/DECATLTR, LLC, to amend the approved R-6 <br /> Planned Unit Development of Wabash Crossing First Addition, located in <br /> the 500 Blocks of East Orchard and Marietta Streets; the 900, 1000, 1100 <br /> and 1200 Blocks of North Warren Street; the 1100 and 1200 Blocks of <br /> North Morgan and Clinton Streets; and the 700, 800, 900, 1000, 1100 and <br /> 1200 Block of North Martin Luther King, Jr. Drive. <br /> Mr. Smith abstained from the discussion and vote on Cal. No. 03-21. <br /> Mr. Dane Bragg, Planning and Economic Development Manager,was sworn in by Mrs. <br /> Henderson. <br /> Mr. Bragg presented the recommendation of staff: <br /> The petitioner is requesting amendments to the landscaping, lighting and streetscape plans for the <br /> approved Wabash Crossing R-6 Planned Unit Development. These amendments are based on <br /> refined construction drawings for the infrastructure component of the development. Staff will <br /> briefly review the changes for the Commission. <br /> Changes to the landscaping plan include revisions to the planting plan to include more <br /> low-maintenance materials and turf areas in the landscape medians. In addition, boulevard trees <br /> have been revised to minimize conflicts with overhead power lines. <br /> Public park area designs have been refined to show additional detail for theCondit Park, Marietta <br /> Linear Park and Leafland Square areas. Revisions include the provision of a simplified irrigation <br /> system, final sidewalk locations and the public park structures. The developer has used a <br /> traditional masonry pier as the unifying design element for the public spaces as well as entrances <br /> to the new neighborhood. The design for the proposed bus shelter, to be located in the Marietta <br /> Linear Park, has also been shown on the plans and reflects the traditional design of the other park <br /> elements. Final playground designs have also been included. <br /> The streetscape plan has been slightly modified regarding the pavement types used in the <br /> development. The proposed plan shows driving lanes in asphalt with stamped concrete parking <br /> lanes. The curb profile has been modified from a standard barrier curb to a B6:12 profile. <br /> The lighting plan has been modified to reduce the overall street lights from 304 to 189. This <br /> change has been made to bring the lighting into tolerances for most Decatur neighborhoods and <br /> prevent excess lighting on the street. Alley lights have been changed to the standard Illinois <br /> Power wood pole. <br /> Additional private property changes have been made including relocation of some driveways and <br /> consolidation of entrance walks to the buildings. <br />
