The Zoning Ordinance of the City of Decatur requires the Plan Commission to hold a public <br /> hearing on the rezoning request for study and a report on the effect of the proposed use on the <br /> comprehensive plan and on the character and development of the neighborhood and make a <br /> recommendation to the City Council. In addition, Section XXII. C. 3. states that in evaluating a <br /> Historic Neighborhood Use,the Plan Commission must find that the proposed use and exterior <br /> appearance preserves the historic character of the building as well as the historic and architectural <br /> character of the surrounding neighborhood.
