Mil er, AICP, Senior Planner k�yr.__. <br /> SUBJECT: Catholic Charities, Conditional Historic Neighborhood Use at <br /> 239-247 West Prairie Avenue <br /> SUMMARY RECOMMENDATION: Staff is concerned regarding the appropriateness and <br /> potential impact of retail uses on the surrounding neighborhood. At the direction of the City <br /> Council, staff recommends approval of the petition subject to the following conditions: <br /> 1. The hours of operation should be limited to 8:00 AM to 5:00 PM Monday through � <br /> Friday, and upon the recommendation of the Plan Commission Saturday hours from <br /> 9:00 AM to 1:00 PM. <br /> 2. There shall be no exterior drop off location or any outdoor storage area. <br /> 3. A site plan including a landscaping plan and a lighting plan shall be submitted to and <br /> approved by the Economic and Urban Development Department and the Engineering <br /> and Infrastructure Department. <br /> The Plan Commission reviewed the request at the June 5, 2003 meeting and recommended <br /> approval with a vote of 9 to 0, amending the conditions to include Saturday operation. Plan <br /> Commission minutes are attached. <br /> BACKGROLTND: Catholic Charities acquired the building at 239 West Prairie Avenue, <br /> adjacent to their existing building, in order to expand their facilities. Catholic Charities <br /> originally planned to use both buildings as office space. In November of 2002, a variance was <br /> granted reducing the required parking space for the planned office use. Since that time, social <br /> services program changes have occurred reducing the amount of office space required. The <br /> organization has changed their planned use for the building to now include community service <br /> programs, a conference room and office expansion. Additional space for parking is now <br /> available to Catholic Charities adjacent to the site to the east. <br /> The Decatur Catholic Charities community service program,which includes the clothing <br /> store/food pantry, currently operates at 401 North Martin Luther King Jr. Drive. This is a rented <br /> facility that Catholic Charities believes is inadequate for their needs. The clothing store is <br />
