The site has been , <br /> 5 designed to minimize any adverse impacts on I' <br /> 6 adjoining residential properties by the <br /> 7 establishment of a buffer yard area to reduce noise I <br /> 8 and unsightly views, the regulation of lighting <br /> 9 levels and spillover lighting effects, the control <br /> 10 of storm water runoff and detention on the site, and <br /> 11 the prohibition of vehicular access from residential <br /> 12 streets . Parking is adequate on the site and <br /> 13 exceeds the requirements of the City Zoning <br /> 14 Ordinance . And, access has been facilitated via the <br /> 15 major arterial streets that serve the site . <br /> 16 As the analysis shows in the Staff Report, <br /> 17 City staff believes that the proposed development is <br /> 18 consistent with the findings of the HOK report <br /> 19 presented to the Commission at the March meeting. <br /> 20 Staff finds the proposed development to be <br /> 21 consistent with the goals of the Decatur Urban Area <br /> 22 Land Use Plan and the Urban Corridors Plan.
