Brag , Economic Develo men oordinato� <br /> SUBJECT: Rezoning Southwest Corner of Mound Road and U.S. Route 51 from R-3, Single <br /> Family Residence District,to B-3, Planned Shopping Center District. <br /> SUMMARY RECOMMENDAT�ON: Staff finds the proposed development to be consistent <br /> with the goals of the Decatur Urban Area Land Use Plan and the Urban Corridors Plan. Based <br /> on this analysis, staff recommends approval of the petition subject to the following conditions: <br /> 1. Final site, utility, access, lighting, signage and landscaping plans shall be reviewed by the <br /> Economic and Urban Development Department and the Department of Engineering and <br /> Infrastructure prior to construction; <br /> 2. Additional landscaping shall be provided along the Mound Road and U.S. 51 frontage <br /> prior to the development of Lots Two, Three and Four; and <br /> 3. A plat of subdivision shall be reviewed and approved by the Economic and Urban <br /> Development Department and the Department of Engineering and Infrastructure prior to � <br /> the issuance of building permits. '�� <br /> BACKGROUND: The petitioner proposes rezoning the southwest corner of Mound Road and <br /> U.S. Route 51 from R-3, Single Family Residence District, to B-3, Planned Shopping Center <br /> District. The subject property contains 18.10 acres and is currently unproved with two school <br /> buildings. Land use to the west and south is designated as low-density residential and developed <br /> as such. Property to the north is in use for low density residential and a public utility facility. <br /> Property to the east is in use for religious institutions. <br /> The proposed development would include four commercial structures, totaling 173,000 square <br /> feet on four lots. Surface parking is provided with each structure. The proposed site plan shows <br /> access at both U.S. 51 and at Mound Road. A right-in,right-out approach bisects the site along <br /> U.S. 51, and a full intersection is provided in alignment with the Remington Village apartments <br /> entrance. The petitioner has shown adequate utilities to serve the site including water and sewer. <br /> The development provides the following landscaping and site screening features: a buffer yard <br /> area along the west and south property lines ranging from 40 to 61 feet in width, a pedestrian <br /> walk connecting the dead end streets at Union Street and Main Street to the internal pedestrian <br />
