WATER MANAGEMENT DEPARTMENT <br /> MEMORANDUM 2016 - 103 <br /> To: Tim Gleason, City Manager <br /> From: Keith Alexander, Director of Water Management � <br /> RE: Water Management Emergency Repair <br /> Date: January 13, 2016 <br /> Emergency Repair Description: The South Water Treatment Piant has four mixer gear <br /> boxes that are criticaf components of the four clarifier basins. The basins cannot operate <br /> without a gear box. The gear boxes are a1128 years old. One gear box has failed and is in <br /> needed of immediate repair. The reason for the immediate repair is due to the fact that if <br /> anather gear box fails, the South Water Treatment Plant may not be able to meet all <br /> Federal and State drinking water standards. The repair will take approximately two weeks. <br /> The option to purchase a new gear box was considered but one is not readily available as <br /> they are manufactured in Belgium. <br /> Legal Basis for Emergency Action: This event requires immediate action to protect and <br /> conserve the public health. Under the definition contained in Chapter 46, Section 1.b. of <br /> the Decatur Municipal Code, this event is an emergency. <br /> Pursuant to Chapter 46, Section 2 of the Decatur Municipal Code, the City Manager may <br /> declare an emergency based on the facts of the event. Under the emergency powers <br /> granted, the City Manager may utilize all available resources of the City as are necessary <br /> to respond to the emergency including the purchase of repair services that may exceed <br /> $20,000. <br /> Based on the facts of the event, it is my opinion that an emergency exists and that the City <br /> Manager should declare an emergency so that repair services may be purchased from a <br /> private contractor. Based on the nature of the repair, cost of the work is expected to be <br /> approximately $61,210.70. I also recommend that Bodine Electric of Decatur be hired to <br /> perform the repair services. A quotation is attached. <br /> Emergency Dectaration: Based on the facts of the event described in this memorandum <br /> and under the authority granted by Chapter 46 of the Decatur Municipal Code, I hereby <br /> deciare this event to be a water management emergency and authorize the Director of <br /> Water Management to purc as air services to correct the emergency event. <br /> Approved: <br /> � � ,l,a �cP <br /> Tim Gleason, City Manager Date <br /> Attachment <br /> cc: City Clerk <br /> Director of Finance <br /> Purchasing Supervisor <br />
