Page 2 <br /> Memo re: Amendment to the Zoning Ordinance: Special Districts (Institutional Overlay <br /> District) <br /> November 13, 2002 <br /> These institutions are anchors in the neighborhoods in which they reside and it is in the best <br /> interest of the City to provide for and encourage their expansion in order to provide new jobs as <br /> well as the many positive economic spin-off effects. However, it is recognized that some <br /> homeowners near the institutions may wish to preserve the residential character of their <br /> neighborhoods. The proposed amendment provides some certainty to the neighborhoods and <br /> protects those homeowners who may not wish to sell their homes while allowing the institutions <br /> to grow and react to business and technological advances. <br /> POTENTIAL OBJECTION: There are no known objectors to the ordinance amendment. <br /> INPUT FROM OTHER SOURCES: The Plan Commission tabled this item at their October <br /> meeting after concern was expressed that the establishment of an Institutional Overlay District <br /> may lead to speculation or property devaluation within the overlay district. A subcommittee <br /> consisting of three members of the Plan Commission was convened to discuss these issues. It <br /> was determined that providing greater certainty of the institution's expansion plans to the <br /> neighborhood would be a greater benefit,provided that the institution justified its proposed <br /> overlay district boundaries. Staff amended the language to include a requirement for the <br /> institution to provide the required justification. On November 7, 2002 the Plan Commission <br /> voted 9-0 to approve Section XX. The minutes from the October and November Plan <br /> Commission meetings, as well as the staff report, are attached. <br /> STAFF REFERENCE: Please contact Planning Manager Steven J.
