Mr. Van Steenhuyse <br /> stated that the process requires interaction with the neighborhood by the institution. <br />� Mr. Sharpe asked if the overlay district petition would be presented as part of an overall plan and <br /> Mr. Van Steenhuyse stated that was correct. Once a district is approved, anything proposed in <br /> the district must meet current standards. <br /> Mr. Smith stated that twenty (20) acres is a good sized piece of land. Mr. Van Steenhuyse stated <br /> that includes the existing campus which must meet the requirements of ihe underlying zoning <br /> except as modified by the overlay district. <br /> There was an objector present: <br /> Pastor Will Fisher was present and spoke against the petition stating that he lives on North <br /> Church Street. Pastor Fisher expressed concern that he was not able to get a straight answer from <br /> a local hospital regarding their plans for expansion. Mr. Van Steenhuyse stated that the overlay <br /> district would require that the boundaries be revealed but not the use. <br /> Mr. John recommended tabling the petition so that staff could further review literature to <br /> determine if the correct balance had been obtained or if changes needed to be made. <br /> Mr. Krieger stated that staff had attempted to achieve the appropriate balance although some may <br /> disagree. He stated that there are three institutions that are growing and employing more people <br /> and in situations where they are surrounded by established residential neighborhoods. <br /> Encouragement of economic development is important but there is an obligation through the <br /> Zoning Ordinance to protect residential neighborhoods. Mr.Krieger stated that Planned Unit <br /> Developments cannot necessarily be required although that might be what the Plan Commission <br /> and City Council want to see. A straight rezoning may not protect established residential areas. <br /> Mr. Krieger stated that the community is fortunate that the institutions are growing. Staff <br /> attempted to strike a balance. Mr. Krieger stated that input from the Plan Commission, including <br /> those that were not present, was welcomed. He stated that the petition could be tabled if that was <br /> the desire of the Plan Commission. Staff does feel that the proposal was the appropriate balance ' <br /> and that there are very specific applications in Decatur. Economic hardship is always the topic of I� <br /> discussion and not just land use. The likelihood is envisioned that at some point the boundaries <br /> of an overlay district will include property that the petitioner does not own. In an ideal situation <br /> staff would sit down with representatives of any institution and review that institution's master <br /> plan and plans for expansion. Institutions may say that they can't determine their expansion <br /> plans unless they were able to predict the future of economic development or they would be <br /> conservative with their plans and then expand further. <br /> It was moved and seconded(John/Sharpe)to table Cal. No. 02-51 for further review. Motion <br /> carried unanimously. <br />
