Newell, P.E., City Engineer� <br /> SUBJECT: Ordinance Authorizing the Establishment of Stop Signs at the Intersections <br /> of Chat Drive/Dove Drive and Chat Drive/Plover Drive <br /> SUMMARY RECOMMENDATION: <br /> The Traffic and Parking Commission, at its September, 2002, meeting, recommended that an <br /> ordinance be approved authorizing the installation of stop signs at the intersections of Chat Drive <br /> / Dover Drive and Chat Drive / Plover Drive. Engineering and Infrastructure staff recommends <br /> that the Ordinance be denied and remanded to the Traffic and Parking Commission for further <br /> deliberation. <br /> BACKGROUND: <br /> At the September, 2002, meeting of the Traffic and Parking Commission, the Commission <br /> approved a request from area residents to recommend to the City Council the installation of stop <br /> signs at the intersections of Chat Drive / Dove Drive and Chat Drive / Plover Drive. As <br /> indicated in the minutes of the Commission meeting, this recommendation was made in a desire <br /> to reduce vehicle speeds in the area. <br /> In making recommendations to the Traffic and Parking Commission, Engineering Division staff <br /> follows the guidance provided in the Manual on Uniform Traffic Control Devices (MUTCD), <br /> which governs all traffic control installation in the State of Illinois. The MLTTCD is a publication <br /> that is prepared by the U.S. Deparhnent of Transportation and the Federal Highway <br /> Administration and has been adopted by the State of Illinois. This manual provides <br /> requirements, guidelines and recommendations for the placement of all traffic control devices, <br /> including stop signs. An excerpt from the MUTCD, related to stop signs, has been provided for <br /> Council review. The subject intersections do not meet the recommended guidelines for stop sign <br /> placement. <br />
