ITEM # 1 Re uest for Sto si ns at the intersections of Chat and Dove and Chat and <br /> q p J <br /> Plover Drives <br /> Mr. Ratekin stated that the Engineering Division has received a request to place Stop signs on <br /> Chat Drive at the subject intersections. The City took traffic counts on those streets in May of <br /> 2002 and found that the average speeds to be 21-23 miles per hour at Chat and Dove and <br /> 26-30 mph at Chat and Plover. For the period of 1996 through 2002 the total accidents <br /> recorded at Dove and Plover was one (1). The one accident involved a vehicle that had five (5) <br /> children in it. This vehicle failed to yield to another vehicle and the van ended up on its side. <br /> The si ht distance at these intersections is ood with no visible obstructions. Staff does not <br /> 9 9 <br /> recommend that stop signs be placed at these intersections because: (1) the traffic counts do <br /> not meet the necessary volumes to warrant the placement of stop signs; and (2) the accident <br /> data does not support the need to place stop signs at these intersections. <br /> Commission member Veteto stated that she went out and visited the area and talked with the <br /> residents. There are a lot of children in the area and there are no speed limit signs or other <br /> traffic signs in the area and she sees a need for stop signs. <br /> Commission member Ballard stated that he had contacted all of the people that signed the <br /> petition. There is a lot of traffic in the area and does not agree with the recommendation of staff <br /> to not install stop signs. Staff does not live in the area and does not understand or have <br /> compassion for the people who live there. The important factor is public safety and stop signs <br /> are warranted. He would also recommend that a deaf/blind child sign be installed for a child <br /> who is visually impaired. <br /> Commission member Sober stated that he would endorse installing stop signs at the subject <br /> intersections. A small amount of monies would be expended. <br /> Staff inember Ratekin stated that the traffic counters do not count pedestrians. In considering <br /> the installation of stop signs staff followed procedures and used the 2002 Manual Uniform <br /> Traffic Control Devices. The accident that has been mentioned involved an underage driver and <br /> was a freak accident and did not occur at an intersection. The driver lost control and hit the gas <br /> pedal instead of the brake and a stop sign would not have prevented this accident. The <br /> Manual of Uniform Traffic Control Devices follows the laws of the State of Illinois and does not <br /> take into account pedestrian accidents. <br /> Commission member Jimmy Sober stated that the Traffic and Parking Commission is advisory <br /> only and the City Council will make the decision. He would hope that they would vote with their <br /> hearts and their heads. <br /> Mr. Ratekin replied that we are setting precedent by recommending that stop signs be installed. <br /> How many unmarked intersections are going to have to be equipped with stop signs? We will <br /> have to consider legal issues by the precedent that is being set. <br /> Commission member Sober made a motion that stop signs be installed at the intersections of <br /> Chat and Dove and Chat and Plover Drives.
