Excerpts from October 3, 2002 City Plan Commission Meeting <br /> Cal.No. 02-47 Petition of CORN BELT FS, INC., an Illinois Corporation, to rezone <br /> property located at the 4200 BLOCK OF NORTH BRUSH COLLEGE <br /> ROAD from M-1 Light Industrial District to M-2 Heavy Industrial <br /> District/Conditional Use (Ord.#2002-33, Section XVII.B.S.)to operate <br /> a lime sludge processing facility. <br /> Ms. Miller presented the recommendation of staff: <br /> The ten(10)acre parcel is part of the 70 acre tract that was annexed to the city and rezoned to <br /> M-1, Light Industrial District in 1998 and is cunently undeveloped.City water is available <br /> across Brush College Road. The area is cunently not served by sanitary sewer. A temporary <br /> office structure and a processing/storage area will be located on the southeast corner of the <br /> property. Landscaped berms will screen the site from Brush College Road. <br /> The petitioner proposes to process lime sludge from ADM's Rea's Bridge Road water treatment <br /> facility at this Brush College site. The lime sludge will be hauled in by semi to the site and <br /> stored in windrows to dry out. Once the lime is dried enough to process, it will be pelletized for <br /> wholesale distribution to farmers. The finished product will also be hauled fram the site by <br /> semis. The processing will be carried on from April through December. The lime s�dge is not <br /> workable when frozen. <br /> The petitioner wishes to operate the lune sludge processing facility at the ten(10) acre site in <br /> which most of the site will be used for the storage/drying of sludge windrows. The use is a <br /> temporary use. There is no odor and very little dust associated with the industrial process. <br /> The petitioner will screen the site with a landscaped discontinuous berm planted with one (1) <br /> inch poplar trees four(4)feet tall. A grass buffer yard (minimum of 30 feet)will be provided , <br /> around the site. I <br /> The facility is located and designed to be operated in a manner that the public health, safety and <br /> welfare will be protected. The facility has not and will not cause substantial injury to the value <br /> of other properties in the neighborhood. <br /> Staff recommends approval of the rezoning of the property to M-2, Heavy Industrial District and <br /> the Conditional Use for the Industrial Processing Facility provided that: 1.)windrows do not <br /> exceed six (6)feet in height; 2.) storage of dried lime product will not exceed fifteen(15)feet in <br /> height; 3.)product storage will not occur outside of designated areas as shown on the site plan; <br /> and 4.) a site plan and landscaping plan developed according to the requirements of the 7oning <br /> Ordinance be submitted and approved by the Economic and Urban Development Department and <br /> the Engineering and Infrastructure Department. <br /> The Zoning Ordinance of the City of Decatur requires that conditional use requests be submitted <br /> to the Plan Commission for public hearing, study and report concerning the effect of the <br /> proposed use on the comprehensive plan and compliance with ordinance standards. A motion to <br /> forward the request of Cal. No. 02-47 to the City Council with a recommendation of approval is <br /> suggested. <br />
