Mr.Anderson asked if this site will be used for storage of the product during the winter. Ms. <br /> Miller answered yes. Mr.Heavner stated that the sludge will stay at the bottom of the pond/pit. <br /> Mr.John stated that the request is to rezone from M-1 to M-2 and then a Conditional Use Permit <br /> but the staff analysis deals mostly with the Conditional Use Permit and not the rezoning. He <br /> asked if the zoning is changed from M-1 to M-2 shouldn't the Commission have staff's analysis. <br /> Ms. Miller stated that most all M-2 uses have to be reviewed. Mr. John stated that he understood <br /> M-1 to be light industrial and M-2 heavy industrial. He asked if certain uses would henceforth <br /> be a use by right if the change were granted. Ms. Miller answered yes. Mr.Heavner stated that lime <br /> sludge is a natural occurrence with water treatment. The sludge is thick like peanut butter and <br /> can be hauled in trucks. There is no dust. The sludge is dried and becomes pellets that farmers <br /> use. Poplar trees are planted as a sight break. <br /> Mr. Anderson asked about the use being temporary and stated that the water plant is not going <br /> away. Mr. Coffey stated that Com Belt has a contract with ADM for a term of ten years. The <br /> contract can be renewed and in the interim either party can terminate the agreement. Mr.Coffey <br /> stated that Com Belt is working with the City of Decatur at both the north and south water <br /> treatment facilities and the liquid form of the lime sludge has been used for thePH levels on <br /> farmers' fields. <br /> Mr. Anderson asked if the contract expired would Com Belt pull up and leave the site. Mr. <br /> Heavner stated that the sight would be sold as it has value. There will be nothing on the site <br /> during the months of January, February, March and April. The o�ce is moveable. Mr.Heavner <br /> stated that the operation would not jeopardize future opportunities for retail or commercial <br /> development at this location. <br /> There were no objectors present. � <br /> It was moved and seconded (John/Peck)to forward Cal. No. 02-47 to City Council with <br /> recommendation for approval. Motion carried unanimously. <br />
