Mille ,AICP, Planner <br /> SUBJECT: Rezoning from M-1 to M-2, Conditional Use Permit, <br /> Cornbelt, F. S.,4200 Block North Brush College Road <br /> SiJMMARY RECOMMENDATION: Staff is of the opinion that the best interests of the City of <br /> Decatur would be served by approving the request for rezoning from M-1 to M-2 and the <br /> Conditional Use Permit for an Industrial Processing facility in the proposed location. Staff <br /> recommends approval of the petition provided that: 1.) windrows (a long low ridge of drying <br /> lime sludge) do not exceed six (6) feet in height; 2.) storage of dried lime product will not exceed <br /> fifteen (15) feet in height; 3.) product storage will not occur outside of designated areas as shown <br /> on the site plan; and 4.) a site plan and landscaping plan developed according to the requirements <br /> of the Zoning Ordinance be submitted and approved by the Economic and Urban Development <br /> Department and the Engineering and Infrastructure Department. The Plan Commission reviewed <br /> the request at the October 3, 2002 meeting and recommended approval with a vote of 7 to 0. <br /> Plan Commission minutes are attached. <br /> The ten (10) acre parcel is part of the 70 acre tract that was annexed to the eity and rezoned to <br /> M-1, Light Industrial District in 1998 and is currently undeveloped. City water is available <br /> across Brush College Road. The area is currently not served by sanitary sewer. A temporary <br /> office structure and a processing/storage area will be located on the southeast corner of the <br /> property. <br /> BACKGROtJND: The petitioner wishes to operate the lime sludge processing facility at the ten <br /> (10) acre site in which most of the site will be used for the storage/drying of sludge windrows <br /> from ADM's Rea's Bridge Road water treatment facility. The lime sludge will be hauled in by <br /> semi to the site and stored in windrows to dry out. Once the lime is dried enough to process, it <br /> will be pelletized for wholesale distribution to fanners. The finished product will also be hauled <br /> from the site by semis. The processing will be carried on from April through December. The <br /> lime sludge is not workable when frozen and will remain at the water treatment facility. The use <br /> is a temporary use. There is no odor and very little dust associated with the industrial process. <br /> The petitioner will screen the site with a landscaped discontinuous berm planted with one (1) <br /> inch poplar trees four(4) feet tall. A grass buffer yard(minimum of 30 feet)will be provided <br /> around the site. <br />
