�' ' ' Page 3 of 3 I <br /> Roosevelt School—Amendment to Planned Unit Development I <br /> October 4, 2002 I <br /> radically different from the school design. The new design,while appropriate in a suburban I� <br /> setting, is not compatible with the style of the adjacent school building or the surrounding , <br /> neighborhood of 1920's homes. While the townhome design does not have to be as ' <br /> decorative or detailed as the original plan, some attempt to incorporate the new townhomes <br /> into the existing neighborhood is necessary. Staff has contacted the developer to relay these <br /> concerns. As of this writing,no revised architectural plans have been submitted. <br /> STAFF RECOMMENDATION <br /> As noted above, staff has concerns related to the architectural design of the new townhomes. <br /> Staff believes that this issue can be resolved with the petitioner. Therefore, staff <br /> recommends that this item be tabled until the November, 2002 meeting. Once this issue is <br /> resolved, staff is prepared to recommend approval of the amended PUD, subject to additional <br /> landscaping along the windowless walls as noted above. <br /> PLAN COMMISSION ACTION <br /> 10. Although the new Zoning Ordinance adopted in May 2002 now requires rezoning to the PD <br /> District when approving a Planned Development, the Ordinance also includes a clause that <br /> PUD's and special uses that existed prior to the new Ordinance are considered legal and may <br /> continue to operate as before (see Section XXX.D.3.a). The Plan Commission will continue <br /> to make recommendations to the City Council regarding amendments to pre-existing Planned <br /> Unit Developments. However,because of the concerns related to the architecture of the <br /> townhomes, a motion to table this item to the November Plan Commission meeting is <br /> requested. <br /> The above report constitutes the testimony and recommendation of the Planning Division, <br /> Economic and Urban Development Department, City of Decatur. <br /> Steven J.
