Mr. Rick Heavner,Attorney, was present and spoke for the petition representingFinlay
Properties. Mr.Heavner stated that he was aware that concern had been expressed regarding the
amount of time that the project is taking to get started. The developer is dealing with the Illinois
Historic Preservation Agency and is controlled by federal rules and regulations as well as the
Illinois Housing Development Authority for tax credits for low-mod income. Mr.Heavner stated
that changes have been made to meet the requirements of all of the entities and the City staff has
been very understanding. He stated that all of the financing is in place and when the request is
approved by City Council renovation of the school will begin as well as construction of the town
homes.
There were no objectors present.
It was moved and seconded(Smith/Sharpe)to forward Cal. No. 02-48 to City Council with
recommendation for approval. Motion carried unanimously.
