Mr. Rick Heavner,Attorney,was present and spoke for the petition representingFinlay <br /> Properties. Mr.Heavner stated that he was aware that concern had been expressed regarding the <br /> amount of time that the project is taking to get started. The developer is dealing with the Illinois <br /> Historic Preservation Agency and is controlled by federal rules and regulations as well as the <br /> Illinois Housing Development Authority for tax credits for low-mod income. Mr.Heavner stated <br /> that changes have been made to meet the requirements of all of the entities and the City staff has <br /> been very understanding. He stated that all of the financing is in place and when the request is <br /> approved by City Council renovation of the school will begin as well as construction of the town <br /> homes. <br /> There were no objectors present. <br /> It was moved and seconded(Smith/Sharpe)to forward Cal. No. 02-48 to City Council with <br /> recommendation for approval. Motion carried unanimously. <br />
