Van teenhuyse,Planning Manag��� <br /> SUBJECT: Roosevelt Middle School—Revised R-6 Planned Unit Development <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the revised Planned Unit <br /> Development, subject to 1)revised architectural plans that show windows in the end units facing Grand <br /> and Leafland, and 2)addition of landscaping near end units on Monroe and Leafland. <br /> BACKGROiJND: This project was initially approved by the Council in March,2001. The original <br /> project included 42 aparhnents within the Roosevelt School building and 33 townhomes to be built <br /> around the existing school yard area(75 total units). This project is being funded from a variety of <br /> sources,including Low Income Housing Tax Credits and Historic Preservation Tax Credits. No City <br /> funding is involved. In August 2001,the Council approved an amendment to the RDP that increased the <br /> total number of units to 82 (49 within the school building and 33 townhomes)as well as changes to the <br />' location of townhomes and number of townhomes per building. In November 2001, staff <br /> admmistratively approved mmor changes to the approved plan, mcludmg the ehmmation of two <br /> apartment units within the building and deletion of the 6-unit townhome building along Grand,reducing <br /> the total number to 74 units(27 townhomes and 47 aparhnents). <br /> The new plan restores a townhome building along Grand but deletes two units in the school building, for <br /> a total of 75 units(30 townhomes and 45 apartments). The new plan uses a slightly different architectural <br /> design than the one approved originally. However,the new design is complimentary to both the school <br /> and the neighborhood and has been approved by staff, subject to adding windows in two end units facing <br /> the street(north end of 1275 Monroe and south end of 1225 Monroe)to avoid the"blank wall"effect. <br /> The new plan also includes an updated landscape plan that conforms to the new City landscape <br /> requirements and contains more plants and a more pleasing design than the original plan. However,two <br /> of the townhome building ends do not contain adequate landscaping(south end of 1225 Monroe and west <br /> end of 620 Leafland)and staff recommends adding plants in these areas. <br /> POTENTIAL OBJECTION: Staff is not aware of any objectors. <br /> INPUT FROM OTHER SOURCES: At their October 3,2002 meeting,The Plan Commission voted 7-0 <br /> to approve the revised PUD, subject to the two conditions listed above. <br /> STAFF REFERENCE: Please contact Planning Manager Steven J.
