Economic & Urban Development Department Memorandum
#02-75
July 30, 2002
TO: Honorable M or Terry M.Howley and City Council Members
FROM: Steve Ga City Manager
A. J.Kri ssistant City Manager
Steven J n teenhuyse,Planning gej
Hala A ed, nvironmental Specialist___
SUBJECT: Amending Planned Unit Development on 125 Enlow Drive to allow the
construction of Condominium Units ',
RECOMMENDATION: '
Staff recommends approval of the amendment of the PUD. City Plan Commission reviewed the request
at the June 6, 2002 hearing and recommended approval with a vote of 8 to 0. Plan Commission minutes
are attached. I
BACKGROUND:
The proposed development, which covers 3.21 acres, is located at the corner of Enlow Drive and South
Franklin Street. The property is currently vacant and is heavily wooded. The subject site is the second
phase of a RDP that was approved in October 1989 (Ordinance No. 89-39). The first phase, which
occupies the south 313 feet of the lot and consists of 12 units/condominiums, was completed in 1992.
The original plan had a total of 32 senior citizen independent living units arranged along a north-south
street between Enlow and Imboden Drive. However, the original developer chose to construct only 12
units on the south property, accessed by a cul-de-sac from Imboden. This change was approved as a
minor change to the original RDP.
The petitioner requests the amendment of the previously approved RDP due to the following changes in
the proposed development:
1. The new plan reduces the overall density of the approved 1989 plan from 32 units to 30 units.
The petitioner proposes the construction of one duplex and four four-plex senior citizen independent
living units, (18 units total) in the north half of the property. The proposed architectural design for
the units is the same as the existing first phase of the development.
2. The petitioner proposes access to the development from South Franklin Street, rather than from
Enlow Drive. A short cul-de-sac street will serve the five buildings of the development.
POTENTIAL OBJECTION:
There are no known objectors to this petition.
INPUT FROM OTHER SOURCES:
Staff received site and landscape plans of the proposed development.
STAFF REFERENCE:
Any additional questions may be forwarded to Hala Ahmed at 424-2798 or hahmed@decaturnet.org.
BUDGET/TIME IMPLICATIONS: N/A
