The proposed development is in conformance with the Decatur Urban Land Use Plan, and staff <br /> believes that, together with the existing condominiums to the south of the subject site, the <br /> development will enhance the area. Based on the above analysis, staff recommends approval of <br /> the petition as presented. <br /> Mr. Phillip Cochran, Consulting Engineer,was present and spoke for the petition as the <br /> petitioner's representative. Mr.Cochran stated that as staff had indicated a Residence <br /> Development Plan was approved in 1989 to allow 32 senior citizen independent living units. <br /> Then in 1992, petitioner requested a cul-de-sac with four duplexes which was constructed. Mr. <br /> Cochran stated that the revised Planned Unit Development is before the Commission at this <br /> meeting and the developer has agreed with staff's request for access to be from Franklin Street <br /> Road. If approved by the Plan Commission and City Council, construction would begin this fall. <br /> Mrs. Sands asked why the housing was called independent living. Mr.Cochran stated that the <br /> facility is intended to tie in with Imboden Creek Living Center and the assisted living center. <br /> Independent living is a step away from assisted living. <br /> Mr. Smith asked if the units would be for sale. Mr.Cochran stated that all of the units would be <br /> for sale although not all would be inhabited by the owners of the tracts. <br /> Mrs. Sands asked if the new units would look the same as the units already constructed. Mr. <br /> Cochran answered yes. '� <br /> 'There were no objectors present. �I <br /> Mr. Dennis Harper of Enlow Drive was present and asked what would happen to the property on <br /> the northwest corner. Mr.Cochran stated that the northwest comer by the school would be the , <br /> detention area. Mr.Harper asked if any of the trees would remain. Mr.Cochran stated that there j <br /> will be some trees left as not all of the vegetation will be removed. <br /> It was m�ved and secondec�(Sands/Naher)to forward Cal. No. n2-32 to City Council with <br /> recommendation for approval. Motion carried with abstention by Commissioner Smith. <br />
