� '� Traffic & Parking Commission Minutes � <br /> � � May 8, 2002 <br /> Commander Rich Ryan made a motion that a two way stop si� be installed on Church Street <br /> and a crosswalk with pedestrian flashin; lights be installed on Green Street. Motion seconded by <br /> Phil Bauer. No opposition presented, motion carried. <br /> The second request from Mr. Ross was to install stop si�s at College and King Streets with the <br /> thought being that the si�s would slow traffic down in the area of the Old Kin�s Orchard <br /> Community Center while children were wallcing to the Center. <br /> Mr. Ratekin responded there have been two accidents at that intersection and traffic speeds were <br /> low. Staff has recommended that no signs be posted at this intersection. <br /> Chief Jim Gillen made a motion to follow staff recommendations and not post any si�age. <br /> Motion seconded by Commander Ryan. No opposition presented, motion carried. <br /> ITEIVI # 2 Request from St. John's Lutheran Church for additional traffic control at the <br /> intersection of West Pythian Street and North Union Boulevard <br /> Mr. Ratekin began the discussion by stating that the City received a letter from Jerome Pelz, <br /> Administrative Assistant at St. John's Lutheran Church, regarding a possible traffic problem at <br /> the corner of Pythian and North Union Streets. Staff reviewed the intersections. This <br /> intersection posed an interesting dilemma, as two of the four legs of the intersection are under <br /> private ownership. One is owned by the Greater Decatur Y and the other leg is ow�ed by <br /> Decatur Memorial Hospital. Staff conducted traffic counts which were provided to the <br /> Commission. The Greater Decatur Y's membership has increased si�nificantly causing parking <br /> problems with many members are parking on Union and Pythian Streets. <br /> Mr. Pelz addressed the Commission and stated that he has contacted the Y and Decatur Memorial <br /> Hospital and they are in ajreement that there is a problem. The Y has a stop si�n, but has not <br /> installed it yet. There is a serious problem with people exitin� the Y parking lot at a high rate of <br /> speed. Sometimes there is just one lane of traffic from 5:00 - 7:00 p.m. each evenino That part <br /> of the roadway where staff is recommending restricted parkin� is basically an unimproved road. <br /> St. John's parishoners are coming to meetings in the evenings and congestion is caused by the Y <br /> pazking problem. People e�it the parking lot very fast. The one thing that has helped some is <br /> that the City put up si�s restricting parking closer to the intersection. But it still has not solved <br /> the problem of havin� rivo way traffic on that road. There have been potential accidents and <br /> some of the parishioners have almost been hit due to cars goin� at a high rate of speed. <br /> Mr. Ratekin stated that that section of the roadway between Union and Pythian is called a "rural <br /> cross section" which means tY}ere are no curbs or gutters, just an asphalt street with edges on it <br /> and so when people park on both sides of the street, it makes it very narrow and very restrictive <br /> and you cannot have two way traffic. The Y is trying to �et their clients to not park there. They <br /> are running shuttle buses to DMH's lot on Church street. So they are tryin� to get their people to <br /> park off of the street, but they can only do so much. DMH owns property on Union from <br /> McKinley north to Pythian. <br />
