. . .
Economic and Urban Development Memorandum
#02-55
June 11, 2002
TO: Honorable yor Terry M. Howley and City Council Members
FROM: Steve Ga ity Manager
A. J. Krie conomic and Urban Development Department
Steven J. V n Steenhuyse, Planning Manage'(j,
U
SUBJECT: Rezoning 375 North 22"a Street from B-1,Neighborhood Shopping District to
B-2, Commercial District
RECOMMENDATION: The petitioner requests rezoning to permit an automobile dealership
at this location. The property is adjacent to property zoned B-2 immediately to the north. This
rezoning is consistent with the zoning of the adjacent uses as well as those uses already
established on East Eldorado Street.
BACKGROUND: The subject property currently contains a used car business. According to
the petitioner, this site has been a used car lot for the past eight years. The building was
originally a Kentucky Fried Chicken restaurant. The site is accessed from a short extension of
North Street located between North 22°a and the railroad right-of-way.
The petitioner recently requested a Zoning Verification from City staff for operating a vehicle
dealership. The Illinois Secretary of State requires an applicant for a new or renewal auto
dealer's license to verify that the premises to be used are properly zoned for vehicle sales. The
staff determined that the property is in the B-1 Neighborhood Business District, which does not
allow for automotive sales. In order for staff to certify that the property is zoned properly, it is
necessary to rezone the property to B-2, Commercial District.
POTENTIAL OBJECTION: There are no known objectors to this petition.
INPUT FROM OTHER SOURCES: The Plan Commission voted 7-0 to approve the rezoning
at their June 6, 2002 meeting. A copy of the minutes from the meeting and the staff report are
attached.
STAFF REFERENCE: Please contact Planning Manager Steven J. Van Steenhuyse at 424-
2790, e-mail vansteen(cL.decaturnet.org .
BUDGET/TIME IMPLICATIONS: N/A
I
