Decatur City Plan Commission
June 6, 2002
Page Two
The PUD site plan shows an expanded parking area, with spaces and traffic aisles delineated by
islands. A pedestrian walkway is shown down the middle of the parking area. The doctor's
parking area and the emergency room parking lot are segregated from the main parking areas by
landscaped islands.
The current parking areas on the west side contain 363 parking spaces. A parking study by St.
Mary's Hospital shows that they have 1,104 parking spaces campus-wide to serve the entire
facility. With the proposed irnprovements, they will have a total of 1,171 spaces, yielding a gain
of 67 spaces. This expansion will irnprove the parking capacity in key locations.
The petitioner proposes landscaping and fencing to achieve visual separation between the new
development and adjacent residences. Storm water detention and surface run-off will be
accommodated in a proposed 12-inch storm sewer system that will tie in with the existing
10-inch.
The proposed development is an expansion of an existing use, and therefore it can be argued that
it is compatible with the character of the surrounding neighborhood and general area. In
addition, the proposed parking lot will improve the parking situation at St. Mary's Hospital.
Staff believes that the proposed landscaping for the new addition along East Lake Shore Drive
and the buffers along adjacent residences is adequate for the development.
The proposed use will not create undue trac or noise, and the existing and proposed utility
lines are adequate for the development. Based on the above analysis, staff recommends approval
of the petition to rezone the R-3 portions of the property to O-1, Office District. Staff also
_ recommends approval of the Planned Unit Development.
Ms. Ahmed noted that a copy of the most recent landscaping plan had been received and _
distributed to those Commission members present. Petitioner addressed all concerns of staff
with this plan.
Mr. John asked if the last house on the north side of Riverside Avenue was Lot 7 or Lot 8. Ms.
Ahmed stated that all lots included in this development have been cleared.
Mrs. Sands asked if the hospital owned other lots shown on the plat. Ms. Ahmed stated that the
hospital owns all of the lots included in this development. Mrs. Sands asked where the row of
trees is located and Ms. Ahmed stated at Lots 17 and 30.
Mr. Mark Gibson, Attomey, was present to represent the petitioner. He stated that Dave Meyers
from St. Mary's Hospital and Brian Bradshaw from BWC Architects were also present. Mr.
Gibson stated that the City staff had covered the issues well and he had worked closely with
them. The hospital is looking forward to beginning construction. An informal meeting was held
