St. Mary's Hospital
June 6, 2002
10. Staff believes that the proposed landscaping for the new addition along East Lake Shore
Drive and the buffers along adj acent residences is adequate for the development. However,
the main parking lot does not have sufficient landscape elements, specifically in the various
islands. The petitioner proposes installing planters in these islands and turf on the long island
by the Riverside Avenue entrance. Staff does not believe that this treatment will provide
sufficient shade or aesthetic quality for the development. The petitioner was advised about
including more trees and landscape elements at these locations.
STAFF RECOMMENDATION
11. Staff believes that the proposed expansion is compatible with the locality, and would not
adversely affect the neighborhood. The proposed use will not create undue traffic or noise,
and the existing and proposed utility lines are adequate for the development. Based on the
above analysis, staff recommends approval of the petition to rezone the R-3 portions of the
property to O-1, Office District. Staff also recommends approval of the Planned Unit
Development, subject to the following conditions: _
a. The landscape plan shall be amended to show shade trees placed in the parking lot
islands.
b. The large island adjacent to the Riverside Avenue entrance shall be landscaped in a
similar manner to the island on the opposite(south) side of the parking lot
PLAN COMMISSION ACTION
1. Section XXVII. A. of the 1960 Ordinance requires the Plan Commission to hold a public
hearing on rezoning requests, and make a recommendation to the City Council. Section XXI.
C. also requires the Plan Commission to hold a hearing on requests for a Special Use Permit
for a Planned Unit Development. A motion to approve the rezoning as well as a separate
motion to approve the PUD (subj ect to the above conditions) are recommended.
The above report constitutes the testimony and recommendation of the Planning Division,
Economic and Urban Development Department, City of Decatur.
Hala Ahmed, AICP
Environmental Specialist
ATTACHMENTS
1.
