Excerpts from Plan Commission Minutes of May 2, 2002 <br /> Cal. No. 02-23 Petition of BRINTLINGER COMPANY to rezone the premises at 2714 <br /> NORTH HILL AVENiJE from R-1 Single Family Residence District <br /> to B-2 Commercial District. <br /> Ms. Ahmed presented the recommendation of staff: <br /> The subject property,which is cunently used as a single family dwelling, contains two <br /> structures, a main residential structure and an accessory building. The property is located at the <br /> corner of Corson and Hill Avenues with main access from North Hill Avenue. <br /> The petitioner has entered into a Real Estate Purchase Agreement with the owner of the subject <br /> property. The sales agreement is contingent on the approval of the rezoning of the property from <br /> R-1 Single Family Residence to B-2 Commercial District. The properties adjacent to the subject <br /> site and owned by the petitioner are all zoned B-2. The petitioner proposes to develop the <br /> subject property in order to support their business. <br /> Because the subject site is surrounded on two sides by properties that are zoned B-2, staff <br /> recognizes the potential of expansion afforded to the petitioner by the subject property. A B-2 <br /> classification would allow the petitioner this opportunity, that would otherwise not be possible <br /> with an R-1 classification. Staff does not believe that expansion of the petitioner's business <br /> would adversely affect the neighborhood and therefore recommends approval of the petition as <br /> presented. <br /> Mr. John stated that the map did not show the current zoning of the area to the southwest of the <br /> subject site. Ms.Ahmed stated that it is B-l. <br /> Mr. Phillip Cochran, Consulting Engineer,was present and spoke for the petition representing <br /> Brintlinger Company. Mr. Cochran stated that in 1980 Brintlinger made a decision to relocate <br /> from downtown to Corson Avenue/Oakland Avenue. Property was purchased on the south side <br /> of Corson which is now a parking lot. In the 1980s property was purchased to the north of the <br /> funeral home and used as a storage shed for equipment. The property on Corson was purchased <br /> and rezoned to B-1. Mr.Cochran stated that there is now a contract to purchase property to the <br /> west of the funeral home. Brintlinger's has a history of purchasing properties as they become <br /> available. The funeral home is zoned B-2 as is property across the street. To the southwest is <br /> zoned B-1. It is Brintlinger's intent to remain in the area and expand their business. <br /> Mr. Shampine stated that he agreed with staff's recommendation and asked if petitioner would be <br /> sensitive to the locality by providing buffers and screening. Mr.Cochran answered yes and <br /> stated that there is presently a sight break fence which would be relocated to provide additional <br /> screening on all necessary sides. Lighting will not flood over to the adjoining properties and <br /> there would be no detrimental effect on storm drainage. <br /> There was an objector present: <br />
