Decatur City Plan Commission
Apri14, 2002
Page Fifteen
Mr. Newell stated that the intention is to widen the rural cross section and maintain the ditches,
stabilize the base structure of the street and put on asphalt. This intention was delayed a year due
to the proposed development driving sewer to the area.
Mr. Shampine asked if in Mr. Newell's opinion the site plan and utilities proposed could
alleviate the water and drainage problems. Mr. Newell stated that he was completely confident
' that would happen and stated that without the improvements, the water would stay in the area.
Mrs. Washington stated that there is a definite shortage of decent housing. This is an opportunity
to resolve some of the issues and she commended Heritage Behavioral Health Center for their
efforts. Mrs. Washington stated that she supported them one hundred percent. I
It was moved and seconded (Sands/Smith) to forward Cal. No. 02-20 to City Council with
recommendation for approval. Motion carried unanimously.
Mr. Smith presented the following Slate of Officers as the Nominating Committee report:
Dave Anderson, Chairman
Mike Shampine, Vice Chairman
Susie Peck, Secretary
Dan Oakes, Alternate Secretary
There were no nominations received from the floor.
It was moved and seconded (Clevenger/Smith) to accept the Slate of Officers presented by the
Nominating Committee. Motion carried unanimously.
Mrs. Morthland spoke regarding abstentions due to conflict of interest. She stated that there are
two kinds of abstention; statutory and non-statutory. On a statutory abstention a Commission
member should remove themselves completely. A non-statutory item would be one that a
Commission member, their spouse or business has an interest in and could have a personal
advantage or disadvantage to voting on. In this instance the Commissioner should abstain from
the item completely by not joining in discussion, making no motion and not voting. Mrs.
Morthland stated that if there were any questions Commission members should contact her, Mr.
Krieger or Mr. Van Steenhuyse.
Mrs. Sands asked if the Commissioners representing the School District or Park District would
have to abstain on matters relative to those entities. Mrs. Morthland answered yes and stated that
Mr. Clevenger abstains from those petitions on advice of the Park District's counsel.
