Decatur City Plan Commission
Apri14, 2002
Page Fourteen
on the development the area residents didn't know anything until the sign went up on the corner.
She stated that it isn't fair to put the development in a residential area and next to a school
although she understood the clients couldn't be locked up.
Ms. Lake stated that there is a lot of traffic for Cub Foods and K's Merchandise. She stated that
there has to be a better area for the development and that those people had been in Adolf Meyer.
Mrs. Lake stated that it could be called an institution or honsing as people need the help but
questioned why the petitioner didn't talk with the neighborhood. She stated that she pays taxes
and should have the right to sewers without this development. Other items of concern to Ms.
Lake included the narrowness of the street with school buses and semis, additional traffic from
vans, vendors and family visitors and decreased property values. She stated that the development
isn't wanted in this area and doesn't belong there.
Mr. Anderson stated that although he sympathized with Ms. Lake's feelings, the Commission's
decision could not be legally based on that. Mrs. Morthland stated that was correct.
Mr. Shampine stated that it would be an enhancement to put in sewers and streets in the area and
the Commission could not vote on issues raised by the residents regarding the clients. He stated
that the area is underdeveloped and the City had addressed previous problems with Springfield
Electric. Heritage Behavioral Health has done a tremendous job of treating the clientde that
some are comfortable with acting like they don't exist. Mr. Shampine asked about the detention
pond.
Bob Dean, Engineer, stated that the drainage would be from the southeast to the northwest across
the lot where it naturally flows. Ditches with storm sewers will be provided on the south and
east. Detention will be in the northwest comer. The City's standards for storm water retention
will be met. The free flow of water and drainage improvements will increase velocity and move
the water faster. _
Mr. Dean stated that the water in the storm sewers will flow west and then north to the storm
detention. Everything else is contoured to drain to the middle of the development. On the
outside of the development drainage from the ditches goes to the storm sewers. On the inside of
the development the water will go to the depressed parking areas and then to the retention basin.
Mr. Smith asked if the road would be wider. Mr. Newell stated that the design is in the initial
stages. The right of way on Charles Street is very narrow and it may be hard to build sidewalks.
He noted that some of the houses are very close to the road and it may be difficult to widen the
road an extra two feet.
Mr. Smith asked if the size of vehicles on the street could be restricted and Mr. Newell stated that
was possible.
