Decatur City Plan Commission
April 4, 2002
Page Two
Mr. Van Steenhuyse presented the recommendation of staff:
Staff met with representatives of Decatur Memorial Hospital in September 2001 to discuss the
hospital's expansion plans. It was agreed that any development outside of the hospitaPs
traditional campus would be done as a PUD so that the public would have an opportunity to
comment on projects that may affect the sunounding neighborhood. In November 2001, in order
to accommodate the parking needs of the expanded 300 West Hay Street oce building, DMH
requested approval of a parking lot within a residential district, located south of Kenwood in the
2200 Block of North Union, from the Zoning Board of Appeals. The Zoning Board approved the
request, subject to the condition that a PUD be filed for the parking area as well as for any
additional parking areas and work within any vacated right-of-way. The parking lot has since
been constructed
In December 2001, the City Council approved a request from DMH to vacate West Hay Street
between Monroe and Union and North Union Street from Kenwood to West Hay,whichwas
opposed by the pastor and parishioners of St. Thomas Church. Prior to Council approval, the
church and DMH came to an agreement whereby DMH would keep the street open but would
construct a gate that would be kept closed except for during weekend mass and special events.
With this commitment, the church dropped their opposition to the proposal. The streets are now
vacated and belong to DMH.
Mr. Van Steenhuyse explained that DMH proposes to expand the Union Street parking areas
north to Kenwood and add 47 new parking spaces to the lot. The site plan for the parking area
shows the Union Street parking lot as well as the vacated Union Street right-of-way. The PUD
encompasses the existing parking lot as well as a new, expanded parking area to the noh at the
corner of Union and Kenwood. This new parking area includes 47 additional parking spaces to
be added to the 125 spaces already in place.
The parking area shows a 24-foot wide landscaped strip where it is adjacent to the west side of an
existing single family home on Kenwood. A 15-foot strip is provided on the south side of the
adjacent single family house. A hedge is shown providing a headlight screen along both Union
and Kenwood streets. Also shown is the location of the gate agreed to between DMH and St.
Thomas Church. This is located just south of where Hay Street ends at Union Street. The gate
detail shows that it will be in a very formal style, with decorative brick piers.
The second site plan sheet shows improvements to the former Hay Street right-of-way. Mr. Van
Steenhuyse noted that currently West Hay Street between Monroe and Union is a four lane street
with a four-foot median. The new cross-section will be a two-lane street with center left tum
lanes. The north part of the street will be demolished and the curb moved to the south. The
south curb line will remain in its original position. No work is planned in the south side of the
right-of-way. The planned improvements to the north side of the street include new curbs,
