Decatur City Plan Commission
Apri14, 2002
Page Three
sidewalks, and landscaping. The PUD only includes improvements outside of the parking lots on
the north side of the street. The width of the boulevard (the green space between the curb and the
sidewalk)varies from three feet to 19 feet. The boulevard will be landscaped with ornamental
trees and shade trees. The distance between the four-foot sidewalks and the curb of the parking
lots varies from four feet to eight feet. This section contains a hedge serving as a headlight
screen for the adjacent parking lots.
Mr. Van Steenhuyse stated that the rezoning request for the parking area will bring the parking
area into conformance with the zoning of the property that it serves. Since the rezoning request
is followed by a PUD, it may only be used for parking unless an amendment to the PUD is
approved by the City Council. He went on to explain that the PUD request meets the six the
considerations listed in the Zoning Ordinance that the Plan Commission must take into account
when making a recommendation on a Planned Unit Development: 1)The PUD is compatible
with the charaeter of the surrounding area; 2) The PUD does not have a negative effect on the
immediate area; 3)Are requested exceptions to zoning standards wananted by the provision of
superior design or ectra amenities? There are no variances to the Zoning Ordinance requested in
this PUD• 4 The PUD is in accordance with the Comprehensive Plan? 5) Existing and proposed
 )
streets are adequate to handle the anticipated traffic; and 6)The existing and proposed utility
systems are adequate to handle the proposed development.
Staff recommends approval of the request to rezone the parking area at 2200 North Union from
R-3 to O-1. Staff further recommends approval of the O-1 Planned Unit Development for the
parking area and the former Hay Street right-of-way. The PUD request meets the considerations
enumerated above.
Mr. Schiller noted that the sidewalks will be four feet wide and not five feet wide. Mr. Van
Steenhuyse stated that the City standard for sidewalks is four feet.
Mr. John stated that the staff report had mentioned the proposal is in conformance with the
Comprehensive Plan and it is not. Mr. Van Steenhuyse apologized for presenting the report
quickly and stated that the plan is expected to be amended within the next few years regarding
the expansion of Decatur Memorial Hospital.
Mr. John asked if there were any additional plans known. Mr. Van Steenhuyse stated that the
plans before the Commission were the only ones submitted. Campus additions would be
reflected in the future Comprehensive Plan.
Mr. Shampine asked if the times and dates had been set regarding the gate proposed by the
hospital. Mr. Van Steenhuyse stated that would be part of the agreement between the church and
the hospital. Mr. Shampine asked if the Commission and/or staff would be part of that and Mr.
Krieger answered no.
