In September of 2001, City staff and officials from Decatur Memorial Hospital met to <br /> discuss DMH's long term plans for expansion. At that time, staff and DMH agreed that any <br /> expansion beyond the current (at that time)boundaries could only be approved via a PUD <br /> process. This was done to insure public input on further growth of DMH into established <br /> residential areas. <br /> 2. In November 2001, DMH filed plans for a major addition to its medical office building <br /> located on the main campus at 300 West Hay Street. At that time, DMH owned several lots <br /> on the east side of the 2200 block of North Union Street. This property was to be developed <br /> as a parking area to serve the new building as well as expanded employment within the rest <br /> of the hospital complex. The Hospital requested approval of a parking lot within a residential <br />
