This was requested prior to a PUD submittal <br /> because DMH was still attempting to acquire additional land and because the new building <br /> precipitated the need for additional parking. The request included Lots 2, 4, 6, 8, 10, 12, 14, <br /> 16 and 18 of Starbuck's and Thain's Addition on the east side of Union Street,but did not <br /> include the lots on the corner of Union and Kenwood streets (Lot 48 and the west 100 feet of <br /> Lots 49 and 50 of Butler Heights Subdivision). This land also includes the DMH Lodge and <br /> the parking areas serving the Lodge. The Zoning Board approved the request, subject to the <br /> condition that a PUD be filed for the parking area as well as for any additional parking areas <br /> and work within any vacated right-of-way. The parking lots have since been constructed. <br /> 3. In December 2001, the City Council approved a request from DMH to vacate West Hay <br /> Street between Monroe and Union streets and North Union Street from Kenwood to West <br /> Hay. This vacation was recommended for approval by both the Traffic and Parking <br /> Commission and the Plan Commission. The pastor and parishioners of nearby St. Thomas <br /> Church vigorously opposed the vacation. Prior to Council approval,the church and DMH <br /> came to an agreement whereby DMH would keep the street open but would construct a gate <br /> that would be kept closed except for during weekend masses and special events at the church. <br /> With this commitment,the church dropped their opposition to the proposal. The streets are <br /> now vacated and belong to DMH. <br /> PROJECT DESCRIPTION <br /> 4. The proposed O-1 PUD is shown on two separate sheets. The first sheet shows the Union <br /> Street parking lot as well as the vacated Union Street right-of-way. The PUD encompasses <br /> the existing parking lot as well as a new, expanded parking area to the north at the corner of <br /> Union and Kenwood. This new parking area includes 47 additional parking spaces to be <br /> added to the 125 spaces already in place. <br /> 5. The parking area shows a 24-foot wide landsca ed stri where it is ad'acent to the west side <br /> P P J <br /> of an existing single family home on Kenwood. A 15-foot strip is provided on the south side <br /> I of the ad�acent sin le famil house. Eleven 15-foot white s ruce trees are ro osed to be <br /> J g Y P P P <br /> planted in this area to screen the house from the parking area. A hedge is shown providing a <br /> headlight screen along both Union and Kenwood streets. Also shown is the location of the <br /> gate agreed to between DMH and St. Thomas Church. This is located just south of where <br /> Hay Street ends at Union Street. The gate detail shows that it will be in a very formal style, <br />', with decorative brick piers. <br /> 6. The second sheet shows improvements to the former Hay Street right-of-way. Currently, <br /> Hay is a four lane street with a four-foot median between Monroe and Union. The new <br /> cross-section will be a two-lane street with center left turn lanes. The north part of the street <br /> will be demolished and the curb moved to the south. The south curb line will remain in its <br /> original position. No work is planned in the south side of the right-of-way. <br /> 7. As the drawing shows, the planned improvements to the north side of the street include new <br /> curbs, sidewalks, and landscaping. The PUD only includes improvements outside of the <br /> parking lots on the north side of the street.
