J.Kriege , sistant City Manager <br /> Steve Van Ste huyse,AICP,Planni anag�y' <br /> Kathy J.Miller,AICP,Planner l�y� <br />� � � <br /> — / <br /> SUBJECT: Land Use Approval Automotive Storage/Automotive Salvage <br /> 2777-2801 North Woodford Street <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the proposed use permit provided <br /> that: (1)There shall be a minimum front yard setback of fifty(50) feet from the east property line along <br /> North Woodford Street within which there shall be no storage of automobiles, trucks, or any similar <br /> vehicular equipment. (2) A site break fence of not less than eight (8) feet in height and in which the <br /> openings or cracks are less than 15 percent of the total area shall be constructed along the north property <br /> line beginning at a point 50 feet west of the east property line, extending to the west property line and a <br /> site break fence shall also be constructed parallel to the east property line extending from the north <br /> property line to the south property line screening all storage. (3)No fencing is required on the south and <br /> west property line; however, fencing requirements can be upgraded to the above standards at any time at <br /> the discretion�of the Director of Economic and Urban Development. (4) Any gated access must be <br /> accessible by the Fire Department. (5) If the operation is to continue, proper fencing shall be installed <br /> within 60 days of approval of the use by the City Council. <br /> BACKGROUND: Automobile storage/automobile salvage operations are currently operating at the site <br /> without land use approval by the City Council. The petitioner is requesting land use approval to allow an <br /> automobile salvage operation as well as automobile storage at 2777-2801 North Woodford Street. The <br /> area is currently zoned M-2 Heavy Industrial and is presently used for storage of wrecked/inoperable and <br /> repossessed automobiles. Surrounding properties are also zoned M-2; similar land uses are in the area. <br /> Properties to the immediate south and west are developed with Storage and a concrete crushing operation. <br /> The property to the north is developed with a mobile home park. On the north half of the site,there are <br /> no automobiles stored on the front 200 feet of the property. The minimum fencing requirements can be <br /> relaxed or upgraded for the site at the will of the Director of Economic and Urban Development in the <br /> event that land use circumstances change in the future. <br /> POTENTIAL OBJECTIONS: There are no lrnown objectors to the use as it exists. <br /> INPUT FROM OTHER SOURCES: In accordance with the applicable provisions of said M-2 District, <br /> an automobile storage yard and an automobile salvage operation, as defined in Zoning Ordinance, are <br /> permitted uses provided the individual site is approved by the City Council after review and report by the <br /> Building Inspections Manager and the Fire Chief; these individuals have both reviewed the proposal and <br /> find it acceptable. <br /> STAFF REFERENCES: If Council members have questions they may contact Kathy Miller at 424-2786 <br /> or at kjmiller@decaturnet.org. <br /> BUDGET/TIME IMPLICATIONS: None <br />
